Article I – NAME
The name of this association shall be Mississippi Junior and Community College Band Association (MJCCBA).
Article II – PURPOSE
It shall be the purpose of this organization to:
Article III – MEMBERSHIP
Section 1. Any currently teaching band director or instrumental instructor from the 15 Mississippi junior/ community colleges is considered an active member and is eligible to vote and to hold office in the MJCCBA. Directors from non-member colleges may be invited to attend meetings and discussion groups of this organization for the purpose of making contributions to the junior/ community colleges and/ or for receiving information from the association. However, they shall not be permitted to vote or hold regular membership in the Association.
Section 2. Participation in all performance activities of this association shall be limited to member institutions.
Article IV – RULES AND GUIDELINES
Each member will adhere to the rules and guidelines established by the Mississippi Association of Community and Junior Colleges (MACJC).
Article V – OFFICERS
Section 1. The elected officers of the MJCCBA shall be President, Vice-President, and Secretary. The immediate Past-President serves as a member of the Executive Committee and is not an elected office.
Section 2. Term of office for all elected officers shall be for one year. Officers will advance one post each year - the Vice-President will become President, the Secretary will become Vice-President, and a new Secretary will be elected each year.
Section 3. The elected officers will assume responsibility of their offices following the Inter-Collegiate Band Clinic in the spring of each year.
Section 4. In the case of a vacancy in any position, the offices shall be filled from the next position so that the office of Secretary becomes vacant. An election will be held at the next business meeting to fill that position.
Article VI – DUTIES OF THE OFFICERS
Section 1. The express duties of the President shall be as follows:

Section 1. Meetings of the Association shall be as follows:
Article VIII – ELECTIONS
Section 1. Elections shall be held at the spring meeting of each year.
Section 2. Nominations of officers shall be made from the floor of the general membership.
Section 3. Voting will be by ballot or by a show of hands as determined by the President.
Section 4. The elected officers will represent the three geographical divisions of North, Central, and South. When an officer rotates out, the newly elected officer will be nominated from that division.

Section 4. After leaving office, no person shall serve another term for a period of three (3) years. (Amended Feb. 10, 2006)
Section 5. No college currently holding a seat on the Executive Committee shall have a representative elected to office. The Executive Committee includes the Past-President, President, Vice-President, and Secretary as defined in Article IX, Section 1. (Added Feb. 10, 2006)
Article IX – EXECUTIVE COMMITTEE
Section 1. The Executive Committee shall consist of the elected officers and the immediate Past-President of the Association.
Section 2. The duties of the Executive Committee shall be as follows:

The President of the Association shall appoint all committees as needed.
Article XI – INTER-COLLEGIATE BAND
Section 1. The MJCCBA will host an Inter-Collegiate Band Clinic in the spring of each year. The location of the Inter-Collegiate Band will be chosen by the President of the Association as stated in Article VI, Section 1, Letter G.
Section 2. The Inter-Collegiate Band will be selected by audition. Auditions will be held at a central location with judges selected by the Executive Committee before the MJCCBA Inter-Collegiate Band Clinic. The size and roster of the band will be determined by the Executive Committee following auditions.
Section 3. All colleges who participate in the audition will be guaranteed two (2) students placed in the Inter-Collegiate Band if no student from that college makes the auditioned band list. If a college does not send anyone to audition, then they forfeit the right to have students in the Inter-Collegiate Band for the current academic year.
Article XII – AMENDMENTS AND RESOLUTIONS
Section 1. All amendments to the Constitution must be submitted to the Executive Committee in writing a minimum of 30 days prior to the next scheduled meeting of the Association. Any amendment will be presented at that meeting and voted upon at the next meeting of the Association.
Section 2. Any resolution must be submitted to the Executive Committee in writing a minimum of 30 days prior to the next scheduled meeting of the Association. The resolution will be presented at that meeting and may be voted upon or tabled for further clarification at the same meeting of the Association. The President may call for a ballot vote of one vote per school.
Section 3. This constitution must be amended by a two-thirds majority of the voting members present at the meeting.
Article XIII – RATIFICATION
A two-thirds majority vote of all eligible members present and voting will be required to ratify this document.

- Make recommendations to the Junior/ Community College Association when necessary; and

- To preside at all meetings of the MJCCBA;
- To fill and appoint all vacancies not addressed by Article V, Section 4 that may occur among the officers, committees, and the Executive Committee;
- To appoint all committees;
- To serve as an ex-officio member of all committees;
- To present recommendations from this association to the MACJC;
- To be the liaison between the MJCCBA and the MACJC; and
- To secure a location and clinician and to arrange for printing of the concert programs for the Inter-Collegiate Band.
- To preside at the meetings in absence of the President;
- To discharge the duties of the President until a President can be elected upon the inability of the President to discharge said duties; and
- To secure housing accommodations for the Inter-Collegiate Band.
- To record the minutes of all business meetings of the Association and of all meetings of the Executive Committee; and
- To distribute copies of proceedings to all members of the Association.
- To participate as a member of the Executive Committee during meetings; and
- To provide guidance to the President as requested.
Article VII – MEETINGS
Section 1. Meetings of the Association shall be as follows:
- Regular meetings will be held in September at a central location (the Fall meeting); in December at the MBA State Band Clinic (the Winter meeting); and in the spring at the MJCCBA Inter-Collegiate Band Clinic(the Spring meeting).
- Other meetings may be arranged for and called at the discretion of the Executive Committee. The President is responsible for contacting the Association with ample time in case of an emergency meeting.

- To coordinate the audition location and judges for the Inter-Collegiate Band;
- To plan the MJCCBA Inter-Collegiate Band Clinic; and
- To address any concerns brought before the committee before presentation to the Association.
